‘There is a season, turn, turn, turn..’

Anybody help? Can’t quite work this one out. Gordon Brown removes the 10p income tax band, leaving our poorest even poorer. Uproar. Rightly so. Will he reverse this single action and restore the 10p band? Hivvins, no. The budget is a seamless whole and you don’t monkey with any part of it.
But - after more noises off - out comes the glove puppet (Sorry, titular Chancellor, Alastair Darling), to say the Government is going to spend over £2.7 Billion giving, well, cashbacks, to a whole swathe of people - including (but not only) those hit by the removal of the 10p tax band.
But this is not a U-turn. No. Never. It’s pretending not to be by giving even more money back to even more people and costing us (and the economy at a pretty rocky time) far more money than simply replacing the 10p tax band. ‘How’s that?’ ‘Out’, by the look of it.
