Exactly what is the defence for termination at 24 weeks?

Will someone give me one irrefutable defence for leaving the legal limit for terminations at twenty four weeks? Of course there will always be compelling reasons for legal abortions in specific circumstances but there can be none for the capacity to leave it so late. At this stage we’re talking about a viable life outside the womb for a body already fully recognisable as such. Worse, we’re talking about removal of the aborted baby by dismemberment. In a civilised society this is utterly unthinkable. Should the time limit be reduced - and twenty two weeks is a risible reduction - action to bring about necessary terminations would have to be taken much earlier. Surely that’s in everyone’s interests?

Practically, when mothers can be guaranteed a scan before 20 weeks, which believe me they are not at the moment, unless they are MOST insistent, then a reduction below the 24 week limit is unfeasible.
